The Permit Manager is responsible for managing end-to-end permitting activities to support network construction and deployment. This role ensures timely submission, tracking, approval, and closeout of permits across multiple jurisdictions while coordinating with internal teams, vendors, and municipal agencies to deliver projects on time and within budget. Responsibilities: Review, prepare, submit, and administer permitting applications, including utility pole attachments and work within state and local rights-of-way. Request, track, and record payment of permit fees internally and with vendor partners. Track and report high-volume permit statuses on a daily or weekly basis. Enter and maintain accurate permitting data in company systems, including Microsoft Office and SharePoint. Monitor progress of pole attachment and municipal permit applications and coordinate responses to jurisdictional requests for additional information. Collaborate with vendor design teams to facilitate permit drawings and construction documents for nodes, power, and outside plant construction. Provide timely system updates and communicate effectively with internal and external stakeholders. Communicate permit progress, risks, and delays throughout the full permit lifecycle. Serve as a liaison between internal teams to obtain approvals, administer permits, and ensure compliance with permit conditions during permitting and construction phases. Ensure permit-related information, including costs, is accurately tracked, reported, and disseminated to project teams. Coordinate with project teams to ensure permit submittal packages meet all local and statewide municipal requirements. Partner with vendors to ensure building permits are properly closed out upon construction completion to support payment and compliance. Develop and maintain strong working relationships with municipalities, including Code Enforcement, Building Inspectors, City Councils, Planning & Zoning departments, commissions, and neighborhood groups. Support internal teams in the review of agreements in collaboration with legal counsel related to network installation, maintenance, and operations. Provide research, guidance, and recommendations regarding permitting requirements and impacts on project deployment. Perform other related administrative and coordination duties as required. Strategic Permit Leadership & Risk Management: Assess, navigate, and resolve complex permitting risks before they impact field operations. Own and optimize end-to-end permitting processes across multiple jurisdictions. Demonstrate influence with internal teams and external agencies to drive timely outcomes. Collaborate with engineering and design teams to ensure designs are permittable and cost-effective. Identify opportunities for process improvement, standardization, and cost reduction. Qualifications: Strong experience working in multi-agency and multi-jurisdictional permitting environments. Familiarity with zoning and permitting regulations, including City of Albuquerque and Bernalillo County preferred. Must reside in, or within approximately 45 minutes of, the Wilkes-Barre & Scranton, PA market for occasional on-site meetings.
